The wide center column (two columns wide — where this text is located) and right column (as seen on the Home page of this site) can be maintained separately, or they can be merged to one block, three columns wide, as is shown on this page.

Breadcrumbs

Breadcrumbs should be used on third-level navigation and below to help users navigate the site. However, breadcrumbs should not be used on first- or second-level navigation (Home page and pages linked to from the main navigation bar). As an example, this page is considered a third-level page — the Home page is the first level and the Guidelines and standards page is the second level.
