NIH—Research Design & Methods Section of PHS 398 Grant ApplicationStatistics For Gender And Minority Representation Certification NIH has adopted the 1997 Office of Management and Budget (OMB) revised minimum standards for maintaining, collecting, and presenting data on race and ethnicity for all grant applications, contract and intramural proposals and for all active research grants, cooperative agreements, contract and intramural projects. The minimum standards are described in the 1997 OMB Directive 15, http://www.whitehouse.gov/OMB/fedreg/ombdir15.html. See also: http://grants.nih.gov/grants/guide/notice-files/NOT-OD-01-053.html. NIH applications that propose clinical research must address the composition of the proposed study population in terms of gender and racial/ethnic group. This description should be presented in the "Research Design and Methods" section of an NIH proposal and is described in detail in the PHS 398 Grant Application instructions. An application to continue an on-going study may have accurate ethnic/gender data to present. For new applications, however, we have often recommendedthat researchers rely on the demographic information that is available from the clinics at Yale-New Haven Hospital. The following statistics have been provided by the Clinical Information Services at Y-NHH, based on information for the period 10/1/00 through 9/30/01.
