Erika G. Martin, M.P.H.Division of Health Policy and Administration Erika Martin is a PhD student in Health Policy with a concentration in Epidemiology. Her prior research has been on drug policy and harm reduction for injection drug users and tobacco consumers. Her dissertation work uses econometric analysis and simulation modeling to explore policy inertia and policy adaptation in federal funding for HIV/AIDS treatment through the Ryan White CARE Act. This set of analyses holds direct policy implications for future federal and state decision-making on Ryan White, contributes to understandings of design and policy issues surrounding formula-based federal programs, and tests political science theories on policy change.
